The Directorate of Household and Community Transformation (HCT) is the social services and community development arm of the Church of Uganda, and was formerly known as “PDR” – Planning, Development, and Rehabilitation.  Since its beginning, the Directorate has focused its work on the fight against poverty, disease, illiteracy, injustice, and marginalization of the poor in society.  The Directorate implements a “bottom up” community development strategy to empower families at household level through their community organizations so that they take charge of their own development agenda to improve the quality of their life irrespective of their faith, sex, tribe, or ethnicity.

The aim of the program is to make local communities and Church of Uganda institutions self-reliant in their day to day requirements.  Its emphasis is on building their capacities to enable them to identify, prioritize their challenges/needs and act to reduce poverty, hunger, and promote good health among the people of God.

The HCT Directorate of the Church of Uganda works with individual dioceses to determine the greatest needs for their people and communities in the area of household and community transformation. Project proposals are then written and submitted for funding to the Church of Uganda’s donor partners. The projects are implemented through the HCT Departments of individual dioceses, with monitoring and evaluation provided by the Provincial HCT Directorate.

The HCT Directorate is currently focused on implementing programmes focused on Improving Livelihoods and promoting Gender Justice.

Projects run toward fulfilling the Vision 2025 Strategic Plan have produced very encouraging results and heartwarming stories of transformation. Read more so you can “rejoice with them,” as the Bible exhorts us (Romans 12.15).

Davis, Ronald, Stella, and Divas are among the people in Ibulanku and Bugayi in the Diocese of Busoga who have benefited from the Church of Uganda’s Empowering Youth and Women for Sustainable Livelihoods programme. Supported by the Church of Uganda’s longstanding partner, Anglican Aid, these four are representative of the more than 300 families changed by this programme. They’ve gone from being food insecure to eating at least two meals a day; their household income has increased enough to not only improve their housing but also meet several of their other socio-economic needs.  

In the Diocese of Mbale, Zamu and Jackline are only two of 195 youth who have been part of the Empowering Youth for Self-Reliance and Development programme, supported by Tearfund Switzerland, another key partner of the Church of Uganda. Zamu, Jackline, and their colleagues received vocational skills through an apprenticeship training model as well as start-up kits as a “hand-up” to get them established in their own small business.
