Provincial Secretariat

The mission of the Provincial Secretariat Office is to support the Church through empowerment and faithful stewardship.

The Provincial Secretariat is overseen by the Archbishop of the Church of Uganda, with day-to-day affairs managed by the Provincial Secretary and a management team of Directors of the Seven Directorates.

The  Provincial Secretary is Rev. Canon Captain William Ongeng.

It is the duty of the Provincial Secretariat to ensure the implementation of resolutions adopted by the biennial Provincial Assembly.

The Provincial Secretariat has seven Directorates through which the coordination of ministry throughout all the Dioceses is handled. The Directorates are

Land Management for the Church of Uganda is handled by the Church Commissioners Holding Company, Ltd.

The following programs and projects currently being run by the Provincial Secretariat;

  • The Provincial Annual Youth and Students Conference (PAYSCO) equipping young leaders for local, national and international godly leadership.
  • A discipleship movement is rolling out targeting every church member to be a disciple who makes more disciples.
  • Church of Uganda dedicated 2019 as the year of the children to protect the children against all sorts of violence and to give every child an opportunity to grow and excel.
  • The Family Life Department is producing parenting material and rolling out a parenting campaign countrywide for a godly generation.
  • Equipping church leaders and members to reach non-Christian religions with the gospel through establishment of a provincial desk to handle Christian-Muslim relations to formulate ways of how to bring the gospel of the risen Lord to the unreached.
  • The Integrated Early Childhood Development Program for pre-primary schools with over 2000 established centres offering holistic services to children below 6 years. We ensure that these children are immunized, fed on balanced diet, start learning at an early age and teachers are trained.
  • To mitigate school dropouts by the girl child especially because failure to manage menstrual hygiene, we selected pilot schools and established changing rooms for girls and provided them with tailoring machines to produce reusable sanitary pads.
  • Development of pastoral letters to create awareness about HIV/AIDS prevention, maternal health, Sexual Reproductive Health and Gender Based Violence.
  • We are currently monitoring mosquito nets given to people by the government of Uganda to prevent malaria.
  • A health insurance scheme for our Clergy and Christians implemented by Kingdom Development Organ (KIDO).
  • Advocating for smaller families that are productive and manageable. We have a slogan, “Have the number of children you can feed, cloth, educate and you remain healthy.”
  • Empowerment of faith leaders to advance gender justice through capacity building and engaging them in advocacy for effective National policy implementation.
  • Media advocacy on critical issues in the country regarding peace, security and social justice which includes protection of all citizens from human trafficking, defilement, teenage pregnancy and female genital mutilation.
  • In September this year, Church of Uganda participated in the global climate advocacy to increase National awareness on climate change.
  • Advocating for peace and negotiation for South Sudan.
  • Establishment of the Church of Uganda Purple Pharmacy as one of the income generating activities
  • Engagement of faith leaders and communities in environment protection and conservation, encouraging them to invest in tree planting (We named these “Green Churches”).
  • Emergency responses in refugee camps, with access to water, sanitation and health facilities. In these communities we are also supply goats, seeds and food relief items.
  • Supporting disaster stricken areas such as Bududa district where landslides affected hundreds of people, we came in handy to donate to them food relief and other supplies.
  • The Orphans and Vulnerable Children Project, where we admit 320 children from Northern Uganda in 4 Dioceses every year, train and equip them with vocational skills and upon graduation, we give them tool kits such as sewing machines, tape measures, tool boxes and many other items to help them start their respective professions.
  • The Village Savings and Loans Associations especially for women and youth groups to improve their economic income, savings and easy access to credit from their groups.
  • Supporting farmers in rural communities to practice modern methods of farming, referred to as farming God’s way. This has increased crop production at household level and contributed towards ending malnutrition and hunger.

  • The Enthronement of Rt Rev Dr Kaziimba Mugalu as the 9th Archbishop on 1st March 2020, his Ministry and the retirement of The Most Rev Stanley Ntagali.
